.Net Framework issue after moving Steam directory

I have been using the split-tool v1.4 for a while to play borderlands the pre sequal, but recently I just moved my steam directory from the program files location to its own C directory (for modding purposes). Once I did this, I try to run the split-tool (just double clicking it), and after giving it administrative access, it comes up with a .Net Framework error message saying:

"Unhandled exception has occurred in a component on your application. If you click Continue, the application will ignore this error and attempt to continue." And there is a long list of details:

To enable just-in-time (JIT) debugging, the .config file for this
application or computer (machine.config) must have the
jitDebugging value set in the system.windows.forms section.
The application must also be compiled with debugging
enabled.

Once I get to this point, i can't do anything and I have to end the process via task manager.
I am pretty sure it is something with me moving the steam directory. I updated to the latest split-tool (v1.5.5) and updated to .Net Framework 4.5.2. Any help would be great.
